Plateau State Ministry of Information and Communication has commended Rt. Hon. Joyce Lohya Ramnap, mni, for what is described as a year of “transformative leadership” as Honourable Commissioner of the ministry.
In a statement to mark her first anniversary in office, The Permanent Secretary, Mr. Nanman Jonah Kparbong, noted that Ramnap assumed duty on February 4, 2025, becoming the second female to hold the position, an appointment he said was significant in a largely male-dominated sector.
According to the statement, the commissioner was appointed by Governor Caleb Manasseh Mutfwang to reposition the state’s information machinery and “hit the ground running,” drawing from her wealth of experience in public service, particularly her time as Deputy Speaker of the Plateau State House of Assembly.
“The appointment was a clear demonstration of the governor’s confidence in her abilities and her capacity to drive the ‘Time is Now’ development agenda through effective communication,” the statement said.
It added that in line with the administration’s commitment to transparency and accountability, Ramnap has focused on rebuilding institutional capacity within the ministry, equipping staff to meet emerging standards in public communication and citizen engagement.
The Permanent Secretary highlighted the sustained Ministerial Press Briefings as one of her key achievements, noting that the platform enabled Ministries, Departments and Agencies to present their scorecards during the second anniversary of the “Time is Now” administration, thereby promoting open governance.
He also disclosed that the commissioner initiated the establishment of a modern Information Centre to strengthen communication delivery and provide a functional conference facility for government activities.
“Recognising the importance of digital presence, she led the reactivation of the ministry’s website in collaboration with PICTDA, ensuring Plateau State maintains visibility on the information superhighway,” the statement added.
The statement further noted that Ramnap led media tours to inspect government projects across the state, reinforcing accountability, while also fostering synergy among state-owned media and engaging private media organisations to enhance professional reportage.
“Overall, her leadership has strengthened government communication, improved transparency, and deepened citizen engagement through strategic reforms and strong media relations,” Kparbong stated.
The management and staff of the ministry, he said, “identify with the Honourable Commissioner as she continues to project a positive image for Plateau State in support of the ‘Time is Now’ administration’s vision for a prosperous and developed state.”
