In a formal plenary session at the council secretariat, the Executive Chairman of Jos South Local Government Area, Hon. Silas Patrick Dung, on Wednesday presented a ₦9.28 billion appropriation bill for the 2026 fiscal year to the Legislative Arm for consideration.

The proposed budget, christened “Budget of Restoration II,” seeks to build on the administration’s existing agenda, guided by lessons from past budgets and current economic realities.

Chairman Dung provided a review of the 2025 budget performance, revealing that as of September 30, the council had realised approximately ₦5.8 billion, representing 60% of expected revenue. This sum comprised ₦2.57 billion from Statutory Allocation, ₦2.85 billion from Value Added Tax (VAT), ₦308.1 million from Special FAAC, and ₦79.6 million from Internally Generated Revenue (IGR).

Of the total revenue, 68% was deployed to recurrent expenditure, 30% (₦1.86 billion) was spent on capital projects, while 2% serviced liabilities.

For the 2026 financial year, Hon. Dung outlined an estimated total expenditure of ₦9,286,578,879.31. Funding is projected to come from ₦4.5 billion in Statutory Allocation, ₦4.0 billion from VAT, ₦500 million from Special FAAC, and ₦276.6 million from IGR.

The chairman singled out the IGR projection, marking a 247% increase from the 2025 figure, as a “non-negotiable target,” stressing an urgent need for improved revenue mobilisation at the grassroots level.

The expenditure framework allocates 70% (₦6.52 billion) to recurrent expenditure and 30% (₦2.77 billion) to capital projects. Capital spending will prioritise the economic sector with 47%, followed by the social sector at 28%, and administrative development at 25%.

Hon. Dung assured the legislators of transparent implementation, an aggressive IGR drive, and inclusive execution through stakeholder partnerships before formally submitting the document.

In his response, the Leader of the Legislative Council, Rt. Hon. Chomosen Emmanuel, noted that an earlier stakeholders’ consultative forum had simplified their task and promised a thorough but speedy passage of the bill.

The session also featured recognitions for the chairman. The Legislative Council presented him with an award for his leadership style and people-oriented projects. Earlier, the Nigerian Forest Security Service, Jos South Area Command, led by Pam Gyang Pwajok, honoured him for supporting welfare and providing office accommodation.

In his appreciation, Hon. Dung commended the voluntary security outfit’s sacrifices and reaffirmed his administration’s commitment to collaborating with security agencies to ensure peace and safety across the local government area.

The proposal now awaits legislative debate and approval, with its success likely hinging on the council’s ability to meet its ambitious local revenue target.
