Plateau State Governor, Barr. Caleb Manasseh Mutfwang, has sworn-in Mr. Stephen Pam Gadongs as the Acting Head of Civil Service, along with 10 newly appointed Permanent Secretaries, as part of his administration’s efforts to revitalize the government’s machinery for increased productivity and efficiency.
The swearing-in ceremony, held at the Victoria Gowon Hall, New Government House, Little Rayfield, Jos, also saw the induction of three Special Advisers, Senior Special Assistants, and other key officials.
The newly appointed Permanent Secretaries are Yilkudi Nengak Elisha, Wycliff Inusa Biwet, Yohanna Mangtu Dangnan, Keziah Ishaya Dung, Solomon Kadiya, Yakubu Ishaya Mallo, Musa Nyam Agwom, Barr. Rwang Yop Shom, Gayi Timothy Gayi, and Yabilsu Michael D.
Governor Mutfwang also announced the appointments of the following Special Advisers: Engr. Jurbe Godeb as Technical Adviser on Water Management, Hon. Nuhu Yakubu Chayi as Special Adviser on Sustainable Technology and Carbon Credits, and Hon. O.J Afwangs as Special Adviser on Budgeting.
The Governor, in addition, inaugurated some Senior Special Assistants, including Fidelia Tohomdet as Senior Special Assistant on Domestic Affairs, Hon. Felix Akpunkwu as SSA for the Igbo Community, Hon. Dotun Fehintola as SSA for the Yoruba Community, Alh. Yaro Mairake as SSA for the Hausa Community, Suleiman Musa Abubakar as SSA for the Fulani Community, Hajiya Jamila Pam as SSA for Indigenous Muslims, Chief Seigha Ebide as SSA for South-South Nationalities, and Hon. Daniel Kwada as SSA for Middle Belt Nationalities.
In the same vein, Mrs. Helen Haggai was inaugurated as the Coordinator of Non-Governmental Organizations, and Mrs. Rauta Dakok as Chairperson of the Plateau State Pension Board. The appointments, the Governor explained are aimed at enhancing inclusiveness and ensuring broader community representation in the effective governance of the state.
Governor Mutfwang emphasized his administration’s commitment to reforming the civil service, noting that henceforth, the promotion and appointment of Permanent Secretaries will be based on merit, with examinations to determine competence.
He also highlighted his administration’s focus on reducing pension liabilities and addressing security challenges to foster economic prosperity, and improving food security.
The Governor revealed that his government has leveraged technology to achieve the current peace in the state and urged all citizens to support initiatives aimed at rewriting the state’s history and attracting investors.
Reaffirming his commitment to transparency and accountability, Governor Mutfwang provided clarity on the Federal Government’s palliative measures and World Bank loans. He assured the people of Plateau State that his administration is dedicated to prudent financial management and will be accountable for all funds received.
He further stated that Plateau State is the only state to fully account for the infrastructural funds released by the Federal Government. Additionally, he said, some of the resources received by the state have been strategically invested in the NG-CARE program and in counterpart funding with SUBEB, among other initiatives.
During the ceremony, Governor Mutfwang also received a report from the Committee on the Review of the Structure and Performance of the Civil Service, led by Esther Gonda.
Responding, the newly sworn-in Head of Civil Service, Mr. Stephen Pam Gadong, on behalf of all appointees, pledged their allegiance to the government and reaffirmed their commitment to strengthening the civil service.
