The post When the State Fails to Act, Violence Becomes Predictable By Dr. Barth Shepkong appeared first on CLUSTERCHANNEL.
]]>Once again, Jos North in Plateau State has awakened to violence. The recent killings in Angwan Rukuba are not simply another tragic episode in Nigeria’s long struggle with communal conflict. They raise a more troubling question—one that goes beyond grief and condemnation:
Was this preventable?
For decades, Plateau State has experienced recurring cycles of violence, often followed by familiar responses: emergency meetings, interfaith dialogues, peace accords, and public appeals for tolerance. These efforts are important, and in many cases sincere. Yet their outcomes remain fragile.
The uncomfortable truth is that peacebuilding, in the absence of credible security enforcement, cannot hold.
A central issue exposed by the latest attack is the persistent gap between early warning and early action. In many conflict-prone environments, threats—whether expressed publicly, circulated within communities, or shared through digital platforms—serve as signals. They are not always precise, but they are rarely meaningless. When such signals fail to trigger preventive measures, the result is not merely a lapse in judgment. It is a failure of the system designed to protect lives.
Security, at its core, depends on deterrence—the ability of the state to signal that violence will be anticipated, confronted, and punished. Where deterrence is weak or inconsistent, violence becomes less risky for perpetrators and more likely to occur. In that sense, the problem is not only the presence of armed actors, but the absence of credible consequences.
Equally concerning are reports of delayed response during the attack. In security operations, time is decisive. The difference between a rapid and a delayed intervention can determine whether an incident is contained or escalates into mass casualties. When response systems fail to act swiftly, public confidence erodes, and the perception of vulnerability deepens.
But the roots of the crisis run deeper still. Plateau’s recurring violence cannot be understood solely through the lens of immediate triggers. It reflects a longer history of unresolved grievances, contested identities, and uneven justice. These underlying tensions have often been managed politically rather than addressed structurally. As a result, they persist—latent but potent—ready to be activated by new provocations.
This is what makes each new episode of violence feel both shocking and familiar.
If there is a lesson to be drawn, it is this: security must precede sustainable peace. Dialogue and reconciliation are indispensable, but they cannot substitute for the state’s primary obligation—to protect life and enforce the rule of law.
This requires more than reactive deployments after violence has occurred. It demands a shift toward preventive governance: treating threats as actionable intelligence, strengthening coordination among security agencies, ensuring rapid and decisive response capabilities, and holding perpetrators—and those who enable them—accountable through transparent legal processes.
Without these measures, peacebuilding risks becoming cyclical—activated after each crisis, only to be tested again when the next one emerges.
The tragedy in Angwan Rukuba is a moment for mourning. But it must also be a moment for reflection. A society cannot indefinitely normalize a pattern in which violence is followed by condolences, and then by silence, until the cycle repeats.
The question is no longer whether peace is desirable. It is whether the institutions responsible for securing it are prepared to act with the urgency and seriousness that the situation demands.
Until that question is answered, what we call “unexpected violence” will remain, in reality, entirely predictable.

]]>Held at Fox Hotel, the event focused on promoting religious freedom and peaceful coexistence. Discussions emphasized strengthening unity, building trust, and fostering collaboration across diverse communities.

Jonathan Husseini, Leader of FLEP in Nigeria, in his opening remarks, expressed gratitude to participants and partners. He noted that the project had grown from a simple idea into a strong example of unity across faiths.
Husseini explained that participants overcame divisions to build relationships, share skills, and create opportunities. He added that the initiative went beyond economics, focusing on dignity, trust, and peace through collaboration.
He urged participants to sustain the relationships formed and to continue building a united and peaceful society, emphasizing the need for ongoing commitment beyond the project.

In his paper presentation, Alhaji Abubakar Sadiq, Chairman of Muslim Rights Concern (MURIC) in Plateau State, spoke on “Conflict Sensitivity in Professional and Community Settings.” He described conflict sensitivity as a practical mindset that fosters understanding and strong relationships.
Sadiq warned that careless language and assumptions could create division and harm. He encouraged participants to avoid stereotypes and promote unity by focusing on shared humanity.
The summit also featured a panel discussion on “Safeguarding Freedom of Belief for a Peaceful Plateau.” Panelists included Mr. David Cartier (Ministry of Education), ACC Caroline Bishop (NSCDC), Abdulbassit Adedeji (Hannef High School), and Mr. Daniel Babuga (DREP).
Moderated by Sheik Sani Nuhu and Pwalurin Yawa, the panel highlighted practical strategies for protecting religious freedom and encouraging peaceful coexistence in Plateau communities.

Participants shared testimonies of the project’s impact. Abigail Bila praised FLEP for teaching dialogue, respect for all beliefs, and peaceful coexistence. She noted that entrepreneurship training strengthened her business skills and personal growth.

Usman Kamis Idris described the program as transformative, emphasizing that change begins with the mind and self-organization. He highlighted lessons on responsible leadership, mutual respect, inclusivity, and promoting FoRB across communities.

Project Manager Idoko Innocent issued a strong call for sustainability. He said the FLEP project had equipped young people and leaders with dialogue, understanding, and practical skills, guided by five core values: Faith without Fear, Respect, Forgive and Rebuild, Justice and Opportunity for All, Peace is the Future, and Stronger Together.
“In empowering young people both socially and economically, peace becomes a sustainable reality,” Innocent said. He urged partners, sponsors, and peace advocates to support and expand the initiative, stressing that continued collaboration is essential for building a society where peace leads to prosperity.

Speaking during the event, RURCON’s Director of Programmes, Mr. Seth Yashim Gado, said the initiative targeted five communities affected by violent conflicts, including Mahanga in Bokkos LGA; Darwat and Horop in Barkin Ladi LGA; Pejim; and Doka community in Kaduna State.
He said the project was part of a broader humanitarian response designed to support community recovery.
“We discovered many youths were becoming involved in drug and substance abuse due to idleness and lack of capital. Enrolling them in entrepreneurship is to empower them to sustain themselves, improve their livelihoods, and support their households,” Gado explained.

Executive Director of RURCON, Mrs. Dinato Ayenzat, described the ceremony as the culmination of one of the organisation’s holistic ministry projects. She said beneficiaries who had completed one- or two-year trainings were now ready to launch their businesses using the items provided.
“The essence of the project is to support those negatively affected by crisis in Plateau and Kaduna and empower their youths to rebuild their communities as they become economically stable,” she said.
Ayenzat also charged the beneficiaries to uphold good moral and spiritual values as they progress in life.

Items given to the beneficiaries included:
The beneficiaries and their trainers expressed gratitude to RURCON and its partners for the life-changing opportunity.

Mrs. Sandra Andrew, a trainer from Haipan who taught two girls from Mahanga hairdressing and makeup, said the trainees “did very well” and were among the best in her shop.
Another trainer, Mrs. Felicia Jidahuna from Barkin Ladi, who trained three youths in hairdressing for over a year, said the programme had brought “so much joy” to the community.
“There are many people who can help but do not. We thank God for this NGO,” she added.
From Kaduna State, Gwazel Barnabas, a furniture-making trainee who has spent over a year in a three-year programme, said the training had transformed his life and prayed for God’s blessings on the organisation.
Another Kaduna beneficiary, Ruth Payious, who learned tailoring for one year and three months, said she now sews clothes for herself and children in her neighbourhood.
“Even the cloth I’m wearing is a product of the RURCON programme,” she said after receiving her sewing machine.
A computer trainee, Patrick Marcus Elia from Hurum in Barkin Ladi, who completed a three-month diploma and received a laptop, said the support had improved both his education and income.
“I use it for my assignments and small jobs I get paid for. It has made my work easier,” he said.
RURCON said the entrepreneurship support forms one arm of a multi-layered intervention which also includes trauma healing for church leaders, and peacebuilding training for security actors in affected communities.

Over the past year, your administration has demonstrated a rare blend of vision, resilience, and commitment to fulfilling the social contract with the people of Plateau State.
Despite initial challenges, your tenure has been marked by transformative achievements across multiple sectors, reinforcing the belief that The Time is Now. The tangible impact of your leadership is evident in the daily lives of our citizens, and we take this moment to celebrate some of your remarkable accomplishments.
APPOINTMENT OF YOUNG VISIONARY LEADERS & YOUTH INCLUSIVENESS
Your administration has made history by appointing young, visionary leaders in key government positions—a first of its kind in Plateau State. This commitment to youth inclusiveness has infused governance with fresh perspectives, innovative solutions, and a renewed sense of purpose. By empowering young leaders, you have inspired the next generation and laid a sustainable framework for long-term development.
SECURITY OF LIVES AND PROPERTY
The security and well-being of Plateau State residents have significantly improved under your administration. Your personal engagements with President Bola Ahmed Tinubu and security chiefs in Abuja have led to enhanced security measures in the troubled areas of Mangu, Barkin-Ladi, Riyom, Bokkos, and Bassa. Your dedication to visiting Internally Displaced Persons (IDPs) shortly after assuming office showcased your deep concern for the plight of our people. The revitalization of Operation Rainbow and the appointment of a security expert as your Special Adviser on Security have further contributed to restoring peace and stability in the state.
ROAD AND INFRASTRUCTURE DEVELOPMENT
Your administration’s proactive approach to road rehabilitation and infrastructure development has greatly improved mobility and economic activities. The completion and ongoing construction of key roads—including Farin-Gada to Gada Biyu, Polo Roundabout to Police Headquarters, Gold and Base Roundabout to Rayfield—and the revitalization of railway lines in the Jos-Bukuru metropolis demonstrate your commitment to modernizing Plateau State and unlocking its tourism and economic potential.
WORKERS’ WELFARE AND CIVIL SERVICE REFORMS
Your efforts in clearing five months of inherited workers’ salaries amounting to over N11 billion have brought much-needed relief to civil servants. Additionally, the phased payment of gratuities, pensions, and death benefits dating back to 1985 highlights your administration’s respect for the labor force. The implementation of hazard allowances for health workers, along with the review of employment processes in the public sector, has set a new standard for efficiency and fairness in governance.
EDUCATION
The revitalization of the education sector has been another significant achievement under your leadership. Your government’s financial intervention in Plateau State Polytechnic and Plateau State University Bokkos prevented the loss of accreditation for critical programs. Additionally, your advocacy at the Universal Basic Education Commission (UBEC) has attracted funding to rehabilitate schools affected by conflicts. The revival of student scholarships and bursaries further underscores your commitment to human capital development.
AGRICULTURE
Recognizing agriculture as the backbone of our economy, you have prioritized initiatives that directly impact farmers. Your administration’s distribution of 200 trucks of fertilizer, the ploughing of 900 hectares of farmland, and the mobilization of ASTC resources to support displaced farmers have revitalized agricultural activities in the state.
ENVIRONMENTAL SANITATION AND WASTE MANAGEMENT
Under your leadership, a state of emergency was declared on the environment, leading to the rejuvenation of the Plateau State Environmental and Sanitation Agency (PEPSA). The reintroduction of monthly sanitation exercises and enforcement of waste management policies have significantly improved the cleanliness and aesthetics of our urban centers.
HEALTHCARE ADVANCEMENTS
The health sector has witnessed a turnaround with significant investments in medical infrastructure, personnel training, and emergency response systems. The impending launch of the Plateau State Emergency Medical Services and Ambulance System (PLASEMSAS) will further enhance emergency healthcare delivery. Your administration’s partnership with international organizations to renovate and equip health facilities has elevated the quality of medical services available to our citizens.
STRENGTHENING GOVERNMENT AGENCIES
From the Plateau State Hospitals Management Board to the Drug and Medical Commodities Management Agency, your administration has instituted reforms that have improved service delivery across government institutions. The purchase of critical medical equipment, expansion of health facilities, and enhancement of financial transparency in state hospitals have significantly benefited the people of Plateau State.
PRIORITIZATION OF INFORMATION TECHNOLOGY (IT)
We urge your administration to prioritize Information Technology (IT) to drive digital transformation in governance, education, and business sectors. Enhancing IT infrastructure and digital literacy will accelerate economic growth, create job opportunities for the youth, and position Plateau State as a leader in technological advancement.
SUPPORT FOR YOUNG ENTREPRENEURS IN THE STATE

This initiative will nurture local talent, attract investors, and position Plateau State as a hub for digital entrepreneurship and technological advancements.
ENGAGEMENT IN MORE PUBLIC-PRIVATE PARTNERSHIPS (PPP)
We encourage your administration to actively engage in more Public-Private Partnerships (PPP) to enhance infrastructure development, job creation, and economic growth. Collaborating with private investors and development partners will ensure sustainable progress in key sectors such as technology, education, healthcare, and agriculture.
PROMOTION OF THE MUSIC INDUSTRY
Jos is known for its rich musical heritage. Your Excellency, we urge you to attract investors to establish a world-class music studio to harness and develop more local talent. Such an investment will strengthen the creative industry, provide employment, and elevate Plateau State’s position on the global music stage.
