Governor Caleb Manasseh Mutfwang on Wednesday, November 12, 2025, presented the 2026 Appropriation Bill to the Plateau State House of Assembly.

He also submitted the Medium-Term Expenditure Framework and Fiscal Strategy Paper, explaining that the new budget continues his administration’s push for reforms and inclusive development.

The Governor said the 2026 budget, tagged “Budget of Consolidation and Sustainability II,” builds on the achievements already recorded under the “Time is Now” policy.

He told lawmakers that the budget reflects a strong partnership with the House and a shared commitment to make Plateau State better for all residents.

Governor Mutfwang announced a total budget size of ₦914.86 billion, an increase of ₦305.68 billion from the revised 2025 budget.

Out of this amount, ₦573.45 billion (62.68%) is set aside for capital projects, while ₦341.40 billion (37.32%) is for recurrent expenditure.

He said the increase shows the government’s determination to improve citizens’ welfare through investment in infrastructure, human capital, and economic diversification.

The Governor explained that the 2026 budget is built on three key pillars of the Plateau State Strategic Development Framework:

  1. Peace, Security, and Good Governance
  2. Sustainable Economic Rebirth
  3. Physical Infrastructure Development

He said these pillars guide projects in areas such as agriculture, mining, health, education, ICT, and youth empowerment.

Key capital allocations include ₦464.98 billion for the economic sector, ₦218.55 billion for social services, ₦207.93 billion for the administrative sector, and ₦23.39 billion for law and justice.

Governor Mutfwang noted that the MTEF/FSP follows the Fiscal Responsibility Law and provides a clear three-year financial plan for transparency and accountability.

He recalled that the 2025 budget laid a strong foundation for development by prioritizing capital projects, social welfare, and funding for new MDAs.

The Governor also highlighted achievements in managing recurrent spending, including regular payment of salaries, pensions, and gratuities.

He said the civil service is being digitized and noted progress in transport, security, and social welfare, including the purchase of more Metro Buses for the Jos–Bukuru axis.

Governor Mutfwang restated his commitment to tackling unemployment, boosting local production, and diversifying the economy.

He said every naira in the budget is tied to improving the lives of Plateau citizens.

The Governor also promised continued cooperation with security agencies to protect communities and strengthen peace across the state.

He thanked the Speaker and members of the 10th Plateau State House of Assembly for their support and appealed for a smooth passage of the budget.

Responding, the Speaker, Rt. Hon. Naanlong Daniel, praised the Governor’s vision and assured him of the House’s support as the bill goes through legislative procedures.

He expressed confidence that the 2026 budget would continue to drive development across Plateau State.
